Who manages the 60 acres of land at Casino Beach?
What, in person, looks like one parcel of land is actually two. 44 acres are under the parks department as Casino Beach Park. An additional unused 16 acres, towards the new 199 bridge, is under the city’s Property Management department.
Roy Teal of the city’s water department clarified for us that the 16 acres had been passed from the water department to the property management department a decade ago.
The 16 acres portion is not under the same heavy regulations or oversights as the 44 acres of park land.
What’s on the 16 acres of non-park land?
The nine of us walked the 16 acres of non-park land as the SSNA board members pointed out the areas of concern:
Lack of no-swimming signs (the park portion has these signs)
Overgrown brush and wood fence enclosures allows homeless camping
The homeless regularly light campfires on the beach area
Broken posts, broken concrete pads and such litter
The old Queen Marie dock is dilapidated and a hazard to the public
A cat shelter has been put inside the over grown brush
Cyclone fencing broken, trampled flat in areas and overgrown with high weeds and privets
What needs to be done?
Sept 27 - SSNA - Summarize meeting minutes and create a map of area and identify, prioritize areas for clean up and send to Teresa (this document completes this action)
Oct 2 - Teresa inform SSNA of any updates as the Parks team l assists in helping work with the right depts to move the clean up along.
Scott said he would look into how much of the Lake Worth Trust fund still existed as it may be used to clean up the non-park land.
Oct 9 - SSNA board will update their members at the SSNA annual meeting
Funding
The City representatives spent time discussing which dept was responsible and funding. The funds from Lake Worth Trust came up
Money acquired from (how?) was placed into a fund named the Lake Worth Trust. The money was to be used for improvements around the lake. The trust was dissolved in 2017. Scott Penn said he would look into how much of the funds still exist. Perhaps it can be used towards cleaning up the non-park land.
1, 2, 4, 5, 6 are overgrown brush/vines
3 is the enclosed wooden square fenced in area we saw
7, 8 is the cyclone fenced area with lots of overgrown brush, trash, cat shelter, graffiti concrete, construction supplies, and old dock
Cleaning up all the brush would make it easier to mow and harder to dump trash and campout.
7 and 8 probably is the highest cost, and when the cyclone fencing comes down, the dock definitely should be removed as it will be more accessible.
